The young age of the character is emphasised by the roundness of his body coupled with the absurdly small fins and tail. True, the large eyes are mainly for the Cuteness Factor, but it is also the main way the character Puff will show his emotions; happy, excited, sheepish, etc.
He has to wriggle his tiny appendages really fast to keep pace with his mother. But this tires him out easily, resulting in him swimming in erratic bursts of speed in order to catch up.
Mother
The mother is a protective creature, trying to guide her young energetic son Puff through the ocean. Her mature character is shown by the serene pace she keeps while swimming. She gets anxious and upset whenever Puff is not at her side, but that is only because she worries about him.
